Big Mistake
Travelling on a visit visa to look for work, or paying an agent for the visa

Every year Indian workers arrive in the UAE for factory, warehouse, site and service jobs, and a good number arrive having already lost money on something they never needed to buy. The paperwork itself is not complicated. The damage comes from learning how it works only after paying for it.

The core of it is one sentence: in the UAE a work visa belongs to a job, not to a person. A company applies for permission to employ you, and that permission is what lets you live here. Nobody can sell you one on the side, because without an employer there is nothing to sell.

This guide sets out the permissions people confuse, what the sequence looks like from your side, what you must do in person, who genuinely pays for what, and where the risks sit for a worker applying from India.

What a UAE Work Visa Actually Is

The thing people call “the visa” is really a chain of permissions, each link issued by a different authority for a different reason. The employment side is handled by MOHRE for mainland jobs, or by the free zone authority if the company sits in a zone. The residency side — entry permit, residence and identity card — sits with the federal identity and citizenship authority.

The chain runs in a fixed order: permission to employ you, permission to enter, then — after you land and complete the medical and biometrics — permission to reside. No step can be skipped, and no money moves you past one.

The structure is also your protection. Because your employment is registered rather than private, a later dispute has an official record behind it. Workers on informal arrangements have nothing to show MOHRE when something goes wrong.

Employment Visa, Visit Visa, Golden Visa and Freelance Permit

These four are not versions of the same thing, and confusing them is the most expensive mistake in the subject:

  • Employment visa and work permit — what almost everyone reading this actually needs. A company applies to employ you in a named job, sponsors your residence and carries the cost. It ties you to that employer until it is transferred or cancelled properly.
  • Visit or tourist visa — permission to be in the country as a visitor for a limited period. It does not permit you to work, for any employer, for any length of time, and it expires whether or not you have found anything.
  • Golden visa — long-term residency granted to defined categories such as investors, entrepreneurs, people with specialised skills and outstanding students, under criteria set by the government. It is not a general route into blue-collar work, and not something an agent can arrange for a fee.
  • Freelance or self-employment permit — issued by certain authorities and free zones, it lets an individual work for themselves rather than for one sponsor. It suits specific professional categories, carries its own costs and renewals, and is a poor fit for site, plant and warehouse work.

If someone offers you one thing while describing another — a “work visa” that turns out to be a visitor entry, or a golden visa on a machine operator’s salary — that mismatch alone is reason enough to walk away.

Why Job-Hunting on a Visit Visa Is Risky

It is a common plan and deserves an honest answer rather than a scolding. People do enter as visitors, meet employers face to face and get offers. But it carries three risks agents never mention.

The first is time. A visit period is short, and finding a job, passing an interview and getting an employer to complete a permit application inside it is not something you control. The second is status: whether the employment file can be completed without you leaving the country depends on your category and the rules in force, and if it cannot, you are buying a second ticket you had not budgeted for. The third is overstay — those penalties fall on you personally, accumulate daily, and complicate any future application.

There is a quieter risk too. A candidate running out of days and running out of money is exactly the candidate who accepts a bad contract or hands cash to somebody promising to fix it quickly. If you can do this from India with a signed offer in hand, do it from India.

Working on a visit visa is not a grey area
You cannot legally take up employment on a visitor entry. If a company asks you to start work while “the visa is being processed”, you have no registered contract, no wage protection record and no health cover, and almost nothing to show MOHRE if it ends badly. Ask for the work permit position in writing before you begin.

The Offer Letter, the Medical and Your Certificates

Your employer does most of the filing. A short list of things, though, only you can do — and a stalled application is usually stuck on one of them:

  • Read and sign the standard offer letter first. MOHRE requires an offer you have signed before the work permit is applied for. The job title, salary and terms on it must match the contract you sign later. If they differ, raise it then, not after you arrive.
  • Check your passport validity. Renew it at home if it is close to expiry. A short-validity passport delays or blocks the whole file, and fixing it from the UAE is slower.
  • Make your name identical everywhere. Passport, offer letter, certificates and application must match exactly. One spelling difference between documents can cost weeks.
  • Attend the medical fitness test in person. It is done at an approved centre after you arrive, typically a blood test and a chest X-ray, and it screens for a small number of communicable conditions. Nobody can attend for you.
  • Give your biometrics yourself. Fingerprints and a photograph are captured for your identity record. This is another appointment that cannot be delegated.
  • Get your certificates attested if your role needs it. Technical and professional categories often require attestation through your home country’s authorities and then the UAE side. Ask your employer early, because it is the slowest item on the list.

Who Pays, Who Advises and What Cover You Need in Between

Most money lost by Indian workers on UAE jobs goes in the gap between offer and arrival. Understanding who carries which cost closes it.

What a Genuine Employer Pays For

The principle is worth memorising: recruitment and employment costs belong to the employer. The work permit, the entry permit, the residence process, the medical and the identity card are the company’s expense, and for most roles the air ticket is too. A worker should never be charged for their own work visa — not as a fee, not as a deposit, not as a deduction to be refunded later.

Watch for the disguised version. Somebody who cannot ask for visa money outright asks instead for a “processing charge”, a “medical booking”, a “document fee” or a loan against your first three months of salary. It is the same thing wearing a different name, and no legitimate UAE employer recovers your visa cost from your pay.

This page deliberately quotes no figures. Government charges differ by category, emirate, free zone and visa duration, and any fixed number you read online is out of date somewhere. The principle does not change even when the numbers do.

Where Consultants Fit, and Where They Do Not

Legitimate immigration consultancy services exist in the Gulf, and they are mostly business-to-business. Companies use them to file permits, track renewals across a workforce and handle government submissions, and the company pays for that work. Licensed recruitment agencies are a separate category, also regulated, and they too are paid by the employer.

What no consultant can do is create the employer side of your application. Immigration consultancy services cannot issue a work permit, fast-track a government decision or obtain residency for a worker with no sponsoring company. If you are paying an individual to “arrange” a UAE work visa with no named employer, no offer letter and no company you can verify, you are paying for something that does not exist.

The Gap Between Landing and Being Covered

Your employer must provide health cover, but it becomes active as part of your residence process, not the moment your flight lands. That leaves a window of days or weeks in a new country with no local cover, and it is the one cost in this process worth carrying yourself.

A short international travel insurance policy bought at home covers exactly that window — emergency medical treatment, and usually baggage and flight disruption too. Read what it excludes before you buy, since travel policies commonly exclude pre-existing conditions and anything treated as a work injury. Once your residence file completes and the employer’s cover activates, the international travel insurance has done its job and you let it lapse. Confirm in writing when the company plan starts, so you know when that is.

The Sequence, Stage by Stage

The order below rarely changes; timings vary a great deal by category, emirate and how complete your employer’s file is. Treat the timeline column as typical rather than promised.

Stage Who Does It Typical Timeline Who Pays
Signed offer letter Employer issues it, you read and sign it Before anything else begins Employer
Work permit application Employer, to MOHRE or the free zone authority Days once the file is complete Employer
Entry permit and travel Employer applies through immigration; you fly Days to a few weeks Employer
Medical fitness and biometrics You attend in person; employer books it Days after you arrive Employer
Residence visa and Emirates ID Employer sponsors; the residency authority issues Typically weeks after arrival Employer

Two habits protect you across all five stages. Photograph every document on the day you sign or receive it and email the copies to yourself, so they survive a lost phone. And know your own dates — offer, arrival, medical, and the expiry on whatever permission you hold.

How to Apply Safely

Visa fraud and job fraud are run by the same people, and this stage is where they take the money. These rules apply at every point in the process above:

  • Never pay for a job. In the UAE the employer pays your visa and recruitment cost by law. Any agent asking you for money to arrange a job is acting illegally.
  • Check the company with the authority that licenses it. Mainland employers are registered with MOHRE and can give you an establishment number; free zone employers are licensed by their zone authority. Refusing to say which is the warning sign.
  • Get the offer letter before you leave home. A mainland employer must issue a standard MOHRE offer letter that you sign before the work permit is issued; a free zone employer issues its own offer letter through the zone authority. Either way, the salary on it must match the contract you sign after arriving.
  • Never surrender your passport. Withholding a worker’s passport is not allowed in the UAE, whatever an agent tells you.
  • Verify the recruiter’s email domain. Genuine offers come from a company domain, not a free email address or a WhatsApp number alone.
  • Ask who pays for the visa, ticket and medical. For most jobs this is the employer’s cost. If someone asks you to cover it, treat it as a warning sign.
  • Keep a copy of everything — offer letter, contract, visa page and Emirates ID. If a dispute starts, these are what MOHRE will ask for.
Biggest Red Flag
Anyone who offers to “convert” a visit visa into employment status for a personal payment, or who asks you to pay the visa cost now against a promised refund from your salary later, is describing an arrangement no legitimate UAE employer uses. A work visa costs the worker nothing. The moment cash is asked for one, stop and verify the company with MOHRE.

Frequently Asked Questions

Can I come to Dubai on a visit visa and change it to a work visa?

People do find jobs while visiting, but whether the file can be completed without leaving the country depends on your category and the rules in force, so it is not something to plan around. Budget for an extra ticket, never overstay, and treat a signed offer from India as the safer route.

How long does the whole process take from the offer letter?

Commonly a few weeks from signed offer to residence completion, but it varies widely with the category, the emirate, whether the employer is mainland or free zone, and how complete the file is. Certificate attestation is usually the slowest item, so start it early if your role needs it.

Do I need to get my education certificates attested?

It depends on the job category. Many technical and professional roles require attested certificates, while a lot of entry-level industrial and service roles do not. Ask your employer in writing before you pay for anything, because attestation is slow and you do not want to do it twice.

What happens to my visa if I leave or lose the job?

It is sponsored by that employer, so it must be transferred to a new employer or cancelled properly when the job ends. Do not let a cancellation sit half done, settle your dues before you go, and read what you are owed as end of service gratuity before signing anything on your last day.

Final Word

A UAE work visa is not a document you buy, a favour you are granted or something a well-connected agent can produce faster. It is the paperwork trail of a company deciding to employ you, and it moves at the speed of that company’s file being complete and correct.

The workers who get hurt here are almost never the ones who lacked skill. They are the ones who paid somebody for a promise, travelled without a signed offer, or started work on the wrong permission and had nothing to show when it went wrong. Read your offer letter, verify the company, keep your own passport, and pay nobody for your own visa.
